The GPU can't ship without this film. (Goldman Sachs) Our View India localised the assembly floor but left the substrate layer, the exact thing this upcycle is about, almost entirely to Japan and Taiwan. A 33% CAGR in AI substrates makes that gap expensive to keep ignoring. The honest catch is that organic ABF is a twenty-year craft India cannot copy overnight, so the realistic entry is one of two doors: localise substrate as a mandated supplier feeding domestic OSAT, or leapfrog into glass-core substrate, where the whole industry is still early and the head start is measured in quarters, not decades. Breaks if ISM keeps funding assembly while leaving substrate to imports, in which case India stays a packaging floor with the valuable film sourced abroad.
